I am going to assume that since the last comment requesting the key to the chart has not been answered since 2017, the author/poster cannot supply it.
It is a gorgeous pattern and I would love to produce it. I’m certain I have the adequate skills to knit it short of the ability to read the chart. Would any higher accomplished knitters reading this please help by commenting on the keys for the chart? It seems a shame to leave this pattern unknit.
I think that this is what I know to be the Frost Flowers stitch pattern or at least a variation on it. The numbering down the side of the chart means it probably came off a Russian website or magaziine.

The circle is yo, the triangles are ssk and k2tog (depending on their slant).
